Trevor Millington OBE FRSA

Trevor Millington is a barrister and door tenant at the chambers of Richard Tyson at 3 Paper Buildings. He joined 3PB in December 2011 after a successful career in the Government Legal Service spanning 24 years. In 1987 he was appointed a Principal Legal Officer in the Solicitor’s Office of HM Customs and Excise and was promoted to Senior Principal in 1992. He initially specialised in the prosecution of drug trafficking cases, managing a large portfolio of cases originating from Heathrow Airport and the ports of Dover and Harwich. He went on to manage the most complex drug trafficking cases investigated by Customs’ specialist Investigation Division. He also had the conduct of cases involving the importation and exportation of endangered species, prohibited weapons and pornography together with VAT and excise fraud cases. In 1989 he was asked to set up a specialist asset forfeiture section within the Solicitor’s Office and since then has specialised exclusively in the law relating to the restraint and confiscation of the proceeds of crime.

In 1994 he was seconded to Gibraltar where he was responsible for drafting legislation to give effect to the EC Money Laundering Directive and provide for the restraint and confiscation of the proceeds of crime in that jurisdiction.

He transferred to the Revenue and Customs Prosecutions Office on its creation in 2005 and for some years led the Customs legal team at the Enforcement Task Force, a multi-disciplinary unit comprising Customs and CPS lawyers and police and customs officers responsible for enforcing confiscation orders.

Following the RCPO/CPS merger in 2010, Trevor undertook asset forfeiture work within the Proceeds of Crime Unit at the Crown Prosecution Service and re-drafted all the CPS intranet guidance relating to the proceeds of crime.

Trevor is a founder member and committee member of the Proceeds of Crime Lawyers Association and is a member of the International Association for Asset Recovery, the Commercial Fraud Lawyers’ Association, Transparency International and the Association of Commonwealth Criminal Lawyers. He is a Fellow of the Royal Society of Arts and of the Society for Advanced Legal Studies. Trevor is co-author of one of the leading textbooks, “The Proceeds of Crime” the third edition of which was published by Oxford University Press in February, 2010 and is on the editorial board of “The Proceeds of Crime Review” published twice yearly by Wildys. Trevor was made an OBE by Her Majesty the Queen in the 2008 Birthday Honours List. Away from work, his interests include a passionate love of opera and classical music.
