Gary Balch
Head of confiscation, organised crime division, crown prosecution service
Gary joined the Crown Prosecution Service in 1992, qualifying as a solicitor in 1994. Between 1994 and 2000 he worked as a Crown Prosecutor in London prosecuting a range of criminal cases including murder, rape, robbery, internet distribution of child pornography, money laundering and fraud.
Gary started to focus on proceeds of crime work in 2000 when he joined the Central Confiscation Branch of the CPS. He now heads the Central Confiscation Unit, a specialist asset recovery unit within the Organised Crime Division of the CPS. The CCU handles the most serious and complex confiscation cases on behalf of the CPS undertaking asset recovery work on behalf of the Serious Organised Crime Agency. In addition the CCU makes applications on behalf of foreign governments for the registration and enforcement of external restraint and confiscation orders.
Gary has extensive experience of acting in high profile restraint, receivership and confiscation proceedings under the Criminal Justice Act 1988, Drug Trafficking Act 1994 and Proceeds of Crime Act 2002. He is a regular speaker at seminars and workshops on proceeds of crime matters both in the UK and abroad at the invitation of such organisations as UNoDC, ICAR, the World Bank and the Commonwealth Secretariat. He is regularly involved in capacity building initiatives and has worked closely with the Nigerian and the Bangladeshi authorities amongst others.
